Verbosity improvements

    Verbosity levels have now been adjusted so the system learning should be within a more correct range now. I've also added a new level "Scribe".

    As you know, your intelligence and other statistics are supported by your RP and what you do. So use /2 to emote as often as you can to substantiate the physical actions that you do in the realms.
